For health reasons, he is now retiring at his own request. Sibbel was mayor of Osterrönfeld from 2002 and then mayor of Eckernförde from 2006 before moving to the home of Interior Minister Sabine Sütterlin-Waack (CDU) at the start of the new legislature in 2022.

He was previously political coordinator at the Ministry of Justice. He is believed to have good connections within the CDU, both in the state and especially in the state capital: under his birth name Frederik Heinz, he was previously head of the Junge Union.

After his appointment on August 1, Hogrefe will be responsible for the areas of construction and housing, municipal and state planning. The department of civil protection and regulatory law is changing to the second secretary of state in the house, Magdalena Finke (37). Her focus is also on the state police.
